Intro:
Between March 6, 2006 and June 5, 2006, all 19 of Cedar Rapids resident Mark Lou Meyer’s urinalysis tests came up negative for illegal drug use. During this same period, 7 PharmChem “PharmChek” sweat patches tested positive for cocaine. 1/120th of a gram of cocaine detected on the PharmChem sweat patch got him 6 months in Federal Prison, 6 months of halfway house, 2 years of probation. At least four scientific studies (reference article was released in 2001) establish that there is a 20%-40% chance of false positives due to environmental contamination of the sort seen in Mark’s case. There are thousands of people across the country who are in prison because of a patch that sends two out of every ten tested to jail for something they did not do.

"Clients who have successfully beaten a drug habit should not be accused of drug use because of a bureaucratic unwillingness to admit a mistake. Clients should not be sent to jail because scientists think that a 20% error rate is 'pretty good.'"
